Tax Increment District #3

TID #3 was created primarily to eliminate blight, provide greater employment opportunities, broaden the tax base and relieve the tax burden of residents and home owners. The creation fostered and promoted the orderly development of the City by enabling the redevelopment of Tower Hall. At the time of redevelopment the property was considered underutilized and was a blighted area. Tower Hall is located in the Central Business District of Marshfield. The site was redeveloped into a commercial and housing facility including 20 residential units and 3,530 sq. ft of commercial space. 17 of the 20 units were made to be available to low-to-moderate income persons. The project was completed in 1993.

There were many purposes for this redevelopment. The project complimented the City’s ongoing Main Street Program, provided affordable housing units and had potential for redevelopment due to its placement on the National Register of Historic Places.
